Psara act 2005, Guideline: Private security agencies (PSAs) are growing very rapidly in numbers in India. They are governed by
Private Security Regulation Act (PSARA -2005). Since the current decade is likely to see enormous growth in the infrastructure sector, therefore, coupled with this, the security needs will also increase proportionately. Private Security Agencies have to fill the void between the need and availability of government infrastructure and manpower and that is why large no. of Private Security Agencies have come up in recent years.
The business of running Private Security Agencies is regulated by Private Security Agencies Act 2005 which is popularly known as PSAR Act 2005 and the license for security agencies is popularly called PSARA License.
Central Act: Law and Order are in the concurrent list of the Constitution of India where maintenance of law and order is the joint responsibility of the state as well as the Central Govt. Therefore, Govt of India has formulated the Central Act which is called PSAR-Act 2005 or PSARA -2005.
State Act: PSARA 2005 gives flexibility to States to frame their own rules and laws for diligent implementation of PSAR ACT. The process of taking PSARA License in each state has been listed and tabulated in the table against the name of each state.
Obtaining PSARA License is a very challenging and complicated process. It has been done deliberately as selection of security provider has to be done very diligently because it deals with the security of the people and establishments in the country.
